Narcotics, Illegal Items & Searching

Arms Trafficking Policy

More than four weapons found without proof of legal business to sell the weapons (small shop) will be considered Arms Trafficking. The small shop must be with the suspected weapons, or it will instantly be an Arms Trafficking charge.

Any monetary funds found on the suspect or within their storage areas may be confiscated.

Any vehicles involved with Arms Trafficking is subject to being destroyed. (OFFICER DISCRETION)

Once all weapons have been confiscated, begin arrest procedure. (Check SOP on Search Warrants to see is a search warrant is valid with respect to the weapons found)

Narcotics Policy

Any monetary funds found on the suspect or within their storage areas may be confiscated.
If they are seen growing/harvesting or processing at the factory then you can charge with Drug cultivation and manufacturing.
Any vehicles involved with Drugs Trafficking (under 75 drugs will be repo'd more than 75+ drugs or multiple incidents with the same Vehicle) may be destroyed(OFFICER DISCRETION).
Vehicles repossessed for drug trafficking will have a 30% value charge for its release(30% of the vehicle's value for its release from repo yard)
Once all drugs have been confiscated, begin arrest procedure. (Check SOP on Search Warrants to see is a search warrant is valid with respect to the drugs found)

On person/vehicle- Drug Possession

Below is the number of units for each drug that you can charge for until the 5hr cap is reached. The calculator already takes into consideration the time cap (of 5hrs) when you reach the amounts listed below. Please also note that the calculator takes 30 minutes off for a guilty plea. For example, 100x Cocaine = 5hrs (cap) but a guilty plea time will be 4hrs 30m. Therefore any amount of drugs above the amounts shown below is always going to reach the cap minus 30 minutes.

Drug   /   Unit   /   Jail Time

  • Fresh Opium - 100+ = 5hrs
  • Cocaine - 100+ = 5hrs
  • Weed (Hemp Seeds)- 150+ = 5hrs
  • Coca Seeds 100+ = 5hrs
  • Mushroom/Mushroom Seeds 150+ = 5hrs

On person or in your vehicle in a quantity of 25x drugs or higher is Drug Trafficking
Each drug will be considered an Illegal Item

However, when being charged with the illegal items, you will stop accruing time after 5 hours of jail time has been reached. For example

  • 50x Cocaine in vehicle/on person = Drugs possession, Drugs trafficking and 50x Illegal item. (DP - 5m, DT - 7m 30s, II - 2hr 30m) Total time = 2hrs 42m 30s. (Time off for guilty plea = 2hr 26m 15s)
  • 100x Cocaine in vehicle/on person = Drugs possession, Drugs trafficking and 100x Illegal item. (DP - 5m, DT - 7m 30s, II - 5hrs) Total time = 5hrs 12m 30s. (Time off for guilty plea = 4hrs 41m 15s)
  • 150x Cocaine in vehicle/on person = Drugs possession, Drugs trafficking and 150x Illegal item. (DP - 5m, DT - 7m 30s, II - 5hrs) Total time = 5hrs 12m 30s (Time off for guilty plea = 4hrs 41m 15s) Same as above because it reached the cap.

As you can see above 100+ Cocaine reaches the 5hr cap for each illegal item. If the suspect commits any other crime, this can be added onto the charge too.

Drugs Jailing Times:

  • Poppy Seeds = 2 Minutes each.
  • Fresh Opium/Heroin = 3 Minutes each.
  • Cocaine = 4 Minutes each.
  • Coca Seeds =  2 Minutes each.
  • Weed = 3 Minutes each.
  • Hemp Seeds = 2 Minutes each.
  • Magic Mushrooms = 2 Minutes each.
  • Magic Mushroom Seeds = 2 Minutes each.

We have a 5-hour max for Illegal Items any other charges will still be enforced but you will not give more than 5 hours of Illegal Item charges to any suspect.

Explosives Policy

In the event of explosives being found immediately call for E.T.U assistance, if they are not available to proceed with caution.
Close off the affected area 500m recommended.
Disable the device or collect the explosives, document what they are, then dispose of them via the 10m function.
Look for any remote devices and log suspects name if one is found.
Any evidence that leads to a custodial sentence for explosives the monetary funds found on the suspect or within their storage areas may be confiscated.
Once the incident scene has been cleaned and declared safe, begin arrest procedure. (All explosive incidents that have a conviction will be subject to a search warrant)

Lock Picks can be charged as an illegal item when they have been used in the theft of a vehicle (Any remaining lock picks found upon the person's arrest will be confiscated)

  • Illegal item/attachment: 2 Mins per item

Used to produce Heroin
After harvest, it appears as Fresh Opium. It must be combined with petroleum at the factory to create Heroin.
Processed Heroin is worth $500 and is 9kg per unit.
Appears as a pink cluster of flowers
Planted using PoppySeeds. Poppy seeds are also illegal and worth $288 each

After harvest, it appears as Fresh Weed. It must be processed at the factory to create Weed.
Processed weed is worth $150 and is 5kg per unit.
Appears as a tall, slender green plant, almost like pine trees.
Planted using Hemp Seeds. Hemp seeds are illegal and worth $100 each.

After harvest appears as Fresh Coca. It must be combined with petroleum at the factory to produce Cocaine.
Processed cocaine is set around $350 per and is 10kg per unit.
Appears as a small pink flower.
Planted using Coca Seeds. These seeds are illegal and worth $300 each.


MAGIC MUSHROOMS:

After harvesting Magic mushrooms it is packaged at the factory as magic mushroom boxes.
Value is set at around $100 per box and is 4kg per unit.
Appears as a small cluster or brown mushrooms.
Planted using magic mushroom seeds. These seeds are illegal and worth $75.
If you suspect a person of being in possession of drugs:

  1. Call for backup and a K9 unit if not already on scene.
  2. If possible, wait for backup before you initiate the traffic stop.
  3. If K9 is not available and you have reasonable suspicion you should tell the suspect to walk away from their vehicle and put their hands up. Make sure to tell them that you are searching for their bags and vehicle and what you are looking for.
  4. If drugs are found, move on with the arrest procedure also remember to confiscate all money found on the person. If nothing is found, thank the person for their cooperation and tell them they are free to go. If illegal items are found but are outside of what you said you were searching for, you may confiscate them, however, may not charge the suspect with them.

If you suspect a person of being in the possession of illegal weapons or they are suspected of weapons trafficking:


 

  1. Call for backup and wait if possible before beginning the traffic stop
  2. If you have reasonable suspicion of their offenses, you may tell them to walk away from their vehicle and put their hands up. Make sure you tell them that you are searching for their bags and vehicle and what you are looking for.
  3. If illegal weapons are found, move on with the arrest procedure. If multiple weapons are found and the suspect doesn’t own a small shop or doesn’t have licenses for the weapons, begin the arrest procedure also remember to confiscate all money they have on them.
  4. If nothing is found, thank the person for their cooperation and tell them they are free to go. If illegal items are found but are outside of what you said you were searching for, you confiscate them however you do not charge the suspect with them.


Gang Enforcement and Intelligence

Gangs are a target for C.N trained E.T.U Personnel due to the high violence they bring and large operations usually run by them. Our objective is to gain as much intelligence such as XML, hideouts, places of operations, known associates, leader, companies, vehicles driven, and modus operandi.

All intelligence gathered should be added to the gang thread under department bulletins.
The intelligence gathered from gangs can be used to determine association as well as assist identifying who committed a crime.

Drug Dealer Procedure

  1. Make sure you are recording
  2. Call for backup giving a description of people, vehicles, and location
  3. If possible, run up and cuff the suspect. Otherwise, get to your vehicle and get ready to initiate a felony stop.
  4. Once the suspect is stopped, search them and their vehicle for any drugs. If available request a K9 unit to search for drugs if there isn’t evidence of the suspects interacting with the Drug Dealer.

The drug dealer is known to drive a black van with a green, yellow, and red stripe on the van and a hemp leaf on the side. The right side door opens revealing the interaction menu to the civ .

Additional drug dealer information:

  • If you see a small or fast vehicle approach the drug dealer wait until after the Civ interacts with the dealer then try to pull them over once they are done. This is usually people buying the seeds to go and plant.
  • If you see a large vehicle such as a big pickup or larger try to intercept them before they interact with the drug dealer. This is usually people selling all their drugs in one run.
  • If you detain someone near the drug dealer make sure they are at least 10 meters away from their vehicle and the drug dealer. Move them if you have to.
  • To interact with the drug dealer, they need to open the side door. Always make sure this is closed when you start your stakeout.

Grow Site Procedure

Grow sites can be checked on foot when you can utilize the drone or by using helicopters (pilot certification is required).
When checking grow sites make sure that you keep at least 700m-1km distance between your observation point and the grow site. It is most of the time beneficial to get a high point near the grow site but that doesn't apply to all grow sites. When in your observation point look at the grow sites and search for any vehicles which may indicate activity at the grow site. Then make sure you search for drugs or any other plants left behind. If olives are found but nobody is around, approach the grow site and check to make sure they are not hiding any drug plants. If they are clear, move on with grow site checks and at the end, send out a 311 asking if anyone left behind olives. If you are on a grow site check and find abandoned drugs, set up a stakeout for at least 30-45 minutes. You should wait at least 15 minutes after they are fully grown before moving in to destroy them.


Searching Procedures:

Car Searching Procedure:

  • Make sure your search is allowed by the laws set on the searching procedure. You may also search for a suspect vehicle if the suspect is to be arrested.
  • K9 needs no reasonable suspicion to sniff a suspected vehicle.
  • Ask the suspect to open their vehicle, or be issued with a failure to comply charge. Makes sure to place a spike stripe in front and behind the suspect vehicle in the case, the suspect attempts to flee (only to be used during search warrants, not a routine search).
  • If the suspect opens their vehicle, make sure to detain them for your safety while performing the search.
  • Once the vehicle has been searched, ask the suspect to lock the vehicle again. Make sure you have a taser ready to taze the suspect out of the vehicle if they attempt to flee.
  • Uncuff the suspect, search their person in the case they were able to grab anything illegal from their vehicle when it was unlocked, then allow them to lock the vehicle.
  • Perform arrest procedure if they are to be arrested, or let them go on their way if they are not to be arrested.

Person Searching Procedure:

  • Make sure your search is allowed by the laws set on the searching procedure. You may also search a suspect if the suspect is to be arrested.
  • K9 needs no reasonable suspicion to sniff a suspected person.
  • Ask the suspect to place their hands on their head, failure to do so will cause them to be issued a failure to comply charge.
  • If the suspect still refuses, handcuff and perform an arrest search.
  • If the suspect complies, search their person.
  • Perform arrest procedure if they are to be arrested, or let them go on their way if they are not to be arrested.


CLPD Profiteering

No member of the CLPD or any of its affiliated branches shall profit from the confiscation of illicit goods or trade of information or of the department's own resources. This includes but not limited to:

  • Selling drugs
  • Selling police gear to non-CLPD members
  • Selling weapons
  • Selling explosives
  • Selling Police vehicles to non-members of the CLPD
  • Selling jail time (giving prisoners less jail time without authorization or no jail time at all)
  • Selling Information

Any member caught doing such acts will face harsh disciplinary action or termination.

 

Search Warrant

 

Explosives types

Warrant limit
If the suspect has had 2 or more counts of explosives within 1 month period. 
If the suspect is caught with 2 or more explosives on their person/vehicle regardless of previous charges.

Car bombs, remote detonators, pipe bombs, C4, AT Mines, Apers Mines, Trip wires, Demolition charges, IEDs, suicide vests.

Remote detonator
If you find a remote detonator on a civilian, if you cannot tie it to an Explosion, charge with illegal item - this does not warrant a Search Warrant unless you can prove it was used.

Drugs

Warrant limit
If the suspect has had 3 counts of drug trafficking within a 1 month period.

Item counts
If the suspect has a excessive amount of drugs regardless of previous charges. 
1-300 units NO search warrant will be issued 
301-599 units request a search warrant for their factory 
600+ request a search warrant for their houses(known to the CLPD) 
Factory and all HGV storage IE all storage containers and Trucks (Trucks are defined as vehicles bought at truck shop)

Weapons (Illegal)

Warrant limit
If the suspect has had 2 counts of arms trafficking within a 1 month period.

Item counts
If the suspect has an excessive amount (10 or more) of weapons, regardless of previous charges.

Weapons (Unlicensed)

Warrant limit
Unlicensed weapons must always simply be confiscated. No search warrant will be issued for a person who has an unlicensed weapon unless they make no effort to obtain a license and are caught 5 or more times within a 1 month period with unlicensed weaponry.

Item counts
If a search warrant has been issued on a person who has had their licenses revoked at the time of arrest, any unlicensed weapons found during the search will not be charged to the person and will instead be confiscated.

Cop Items

Warrant Limit
If the suspect has been caught with cop gear on them or within their homes or other storage. CLPD Cop gear/items are counted as an asset used by the CLPD which is not available to the Civilians through their shops or available from Loot Spawns or Treasure Locations.

Item Counts
Clothing: CLPD uniforms and polo shirts along with any other clearly labelled or tagged CLPD attire.

  • CLPD patrol and traffic polo shirts with rank insignias.
  • CLPD ETU, CN or traffic uniforms.
  • CLPD MPG wetsuit and rebreather.
  • Note that any explicitly listed items here are not exhaustive.

CLPD Regulation Headgear: Any hat which is name tagged or labelled as CLPD property.

  • CLPD recruit/officer hats.
  • CLPD sheriff and bobby hat.
  • CLPD ASU, ETU or CN helmets.
  • Note that any explicitly listed items here are not exhaustive.

Stab Vests: The CLPD uses 4 stab vests. (black, yellow, ETU and CN)

Plate Carriers: The CLPD 3 chest rigs. (ETU, CN and bomb disposal)

Belts: The CLPD has two types of belts, a normal belt or a belted vest. Both are available in either black or pink.

Items: Any item used by the CLPD which is not obtainable by any other means.

  • Big Red Key: Used for entering buildings by breaking down doors.
  • CLPD UAV Terminals: Used to control CLPD drones.
  • CLPD Drones: Used to patrol the island via unmanned aircraft.
